Cargo ex "Kleist" and ex "Silesia"

With reference to your letter of the 3rd August the

reason why I anticipate difficulty in obtaining permission

for the forwarding of the "Kleist" cargo is that it is

proposed to send the cargo to Genoa and Lyons, whereas

the only permission so far given by His Majesty's Government

for forwarding enemy cargo lays it down as a condition that

the cargo should be carried to a port in the British

Dominions, and it would appear that this cargo is in

part enemy property on account of the interest of the

partner at Berlin.

I do not quite understand the telegram which you

quote, unless it refers merely to the question of the

Governor's control of the actions of the liquidators,

because this Government has no authority to grant any

permission for forwarding cargo from enemy ships to

European ports. I would suggest therefore that Messrs.

Arnhold, Kerberg & Co., London, should apply in London
